If you use vars like that you need double quotes for perl input.
Moreover, if you want to do it in 2 passes, at least lose grep

TME1=`awk -F: /^tts/'{print $2}' $INFO_FILE`
START_TIME=`perl -e "print scalar(localtime($TME1))"`
