I haven't used Cypheus, but this almost sounds more like a MySQL question.
By default, I'm sure that the root user is only allowed to connect to a
database from localhost.  You will most likely need to look through the
privilege sections of the MySQL manual (looks like sections 4.2 and 4.3) to
allow your user to connect to the specific database from IPs other than
localhost.  Ideally you'll set this to the netblock that you are using
