It's not as bad, usually, as it may sound. T.30 makes it clear that the sender is supposed to call in and wait to hear NSF/CSI/DIS signalling from the receiver... so proper silence detection isn't necessarily required for either endpoint.

You'd have to connect another modem to this one and drive both of them to "simulate" faxing.

I would ignore all of the details that I said before and simply try both incantations of the config file (with and without the Class1SwitchingCmd change)... see what you can figure out about how things work or don't work with various senders based on that configuration.
